Oh I love these wasps, but they will not keep still for any obliging length of time. Of course it just moved out of frame for the best photo. I found the same wasp at the same time of year back in 2011, but didn't ever get an ID beyond Eupelmidae.

On Quercus robur with Neuropterus quercusbaccarum
~2 mm orange body. Had wide and flat orange accordion-like flagellomere segments (~7) ending in a large dark triangular-shaped club (possibly fused segments) and a wide triangular-shaped scape. The area between divergent eyes was concave. Observed ovipositing into Phenacoccus mealybugs on a Lantana stem with an outside temperature of 96 degrees F. The mealybugs were well attended by Longhorn Crazy Ants but were unable to fend off attacks by 4 different species of parasitic wasps on this day. Needs expert review. Sidenote: Usually the reported hosts of Anicetus are wax scale insects not mealybugs.
