There were a lot of individual plants affected in the immediate area, so the photos are from multiple individuals. Not all of them had all of the symptoms, but there was definitely some that were stunted, most had bladder-like siliques, virescent petals, and phyllody WITHIN the siliques! crazy!

Unfortunately, it seems that the species involved hasn't/haven't been officially described.

For host plant. Galls were collected except for the large moth like gall at the tip which was dropped and lost

On Peltigera. Sciaridae is a placeholder until a further determination can be made. There are lots of presumed mines on soil-substrate Peltigera in the area, seemingly only on wetted portions of the thalli. Edit: last two photos of a larva that came out of a lower (to the ground), inner portion of thallus.
