I think this ‚lazy‘ fly could be Anthomyia (procellaris/ plurialis) ‚Root maggot fly‘ or ‚Rain fly‘. I think it is eating small flying insects in the garden including white flies/ moths.

Description
Campyloneura virgula is the only species occuring in this region I believe. These would be photos of a nymph which eats red mites and aphis.
