I did a reverse image search for this image and the other one that was flagged and nothing came up so it's possible these are this user's images but just a picture of them instead of the original. I'm not sure why some people do that but it does happen. I'm going to comment and ask about it.

This one specifically though seems like it's not possible because the species doesn't occur where he location is set but it's possible that the location provided is the location of where he took a picture of a picture. That's confusing but I hope you get what I mean.

Sorry for commenting so much, but after looking at the whole account, it seems that the location provided is that of a house so I'm guessing it's the actual place where he is taking pictures of pictures. I went through some more and tried using an image reverse search to find some online but nothing came up for any of them. Hopefully he responds to a comment. I'd message him but I don't think messages are on the Android app and part of me is thinking he doesn't know how to use the iNaturalist website or maybe he doesn't even know there is one. That'd explain why he's uploading images of images instead of the original image.

seems like this observer doesn't know how to get photos off their camera and/or upload them to iNat from a computer(?), and has instead been taking photos of photos on their camera/computer screen with their phone or something, and uploading those with the location set to where the photo of the photo was taken, i.e. the observer's home in France; in the absence of evidence of copyright infringement (in this and the other one that happened to be flagged), the best course of action is probably just to mark these as location and date inaccurate.
