A gall wasp (I think). A Chalcid.
Rectangular head with eyes on the sides.
Black wasp (punctilate?) with brown tibiae and pale tarsi.
Wasp waist.
Bulging abdomen.
It's a shame it wasn't on its host plant. It would not leave the lens.

Found on a shirt that had come out of the wash. My husband had been cleaning out a shed filled with squirrel and mouse nests the day before. About 3-4mm long.
